Yikes. I looked that P/N up on Ronnies HD online and came up empty. You might call HD corporate and ask for technical assistance. Give the guy your part number and ask him to find any dealer in the Country who has one. You might get lucky. I did this with a speedometer and they found me one.

Unfortunately no response from OP in order to know what has been accomplished, phone calls made to corporate for national search, calls to pinwall etc.
If the above did not work then i would contact individuals selling used fuel injected tanks on ebay for that year range with two line under tank and any touring model since road king and other touring M & M fuel injection bikes would use same unit.
I really hope the OP has reviewed all other items that are a known concern in order to remove all possible challenges to get rolling.
On a side note: would it be possible to use an external inline fuel injection one way check valve.
Basically cut the rubber line (5/16 i believe) some place in middle and install a fuel injected one way check valve and convert ends to barb or use correct fittings to bolt hose on.
Obviously making sure the one way valve will flow in correct direction.
The PSI of M & M fuel injection should probably be about 40 psi
Looks like it might be used to prevent drain back/ drain away from tank.
For example: Quantum Inline or Intank High-Flow Viton Fuel Pump Check Valve 8mm (5/16")..seems to be OK to 375F exposure
That unit has barbs on each end that would permit the use of fuel injection hose clamps....just a thought...maybe some folks would have more knowledge of such a product or if applicable to this situation.
Maybe even use some black thermal heat sleeve to cover lines to protect unit and also conceal clamps and filter.
I believe this is the inlet valve so basically a missing valve might make starting difficult with lots of cranking and no start...similar symptoms to the known loose CRANK sensor connector situation.

They use a different check valve on the 1995-1998 Harley EFI's.

man thanks for all the good input. I'm not a great bike mechanic but I may run your suggestion to one in town if I do not find a valve. I used a thread sealant on the fitting that screws into the tank and got by one year that away. But damn it is dangerous when it starts back leaking right onto the exhaust! It runs good without the check valve though.
