Just a shot in the dark here but , a buddy of mine used PL Premium ( tube of caulking ) to stick the case of his glasses to the inside lid of the hardbag . When the spring broke he had to grind it off with a dremel and did the same with a new one . Been on there for years .. This would be a more permanent solution .

Try the Scotch Extreme Mounting tape i use the 1 Inch stuff holds up very nice with what i use it for haven’t tried it on a organizer yet i would bet it will hold for a while.

I used flexible silicone adhesive, and yes it does work. Mine has been installed since mid 2012 and is still holding nicely.

I used JB Weld to attach a couple of brackets in the engine compartment of my boat, it's unreal how strong that stuff holds.
The only question actually is, to you plan to ever remove it, or will permanent be OK?

You could make an aluminum backing plate to secure the organizer to. Hold the plate to the lid via the existing rack holes and off the lid with spacers. Organizer held to the plate with rivets, washers or screws, washers, nuts. It's not permanent and can easily move to your next Tour Pak. Thinking 4-hrs and $30'ish.
