2017 electra glide limited. My radio, cruise control and turn signals quit then they come back on. My volt meter goes to 16 volts when this happens and then back to normal when the come back on while I'm riding.

 

There is an electrical fault of some sort, could be as simple as a damaged wire, loose connection, poor ground, the sorts of things that we mere mortals can find difficult to solve. If you have a warranty visit your dealer!
