looking for stationary luggage rack for my road glide. It must fit with stock two up seat and stay on if my passenger back rest is on the bike or not.

 

what year is your bike? '99 or newer? I'm also assuming you have a detachable pass. backrest? the only rack that I am aware of that meets your criteria is the stealth rack from HD.

I know you said stationary, but with my detachable I can take off Or leave on my luggage rack with the back rest on, and you can buy a key to lock it on if your worried about it getting ripped off.
