Default Low power on highway.

Hi everyone. Thanks for all the help figuring out my exhaust. I was able to get some new mufflers and they did indeed slip right on. I got the s&s grand nationals btw.

anyway, I have a new question for those more experienced than me. On the highway at 75 going into a headwind which is usually at least 30 mph around here, I run out of throttle just holding the speed limit. It's even worse with me and my wife onboard. Is that normal?

I did rebuild the carburetor a couple months ago. The cables are set right. The opening cable gets wot.
also did a tune up with plugs and wires. And changed all the fluids.
I am suspecting it's over jetted. I remember the main and idle jet were 2 sizes bigger than stock according to the manual. We are at 3500 ft altitude so the stock ones should have been fine but the last owner had the dealer do it.
I don't know much about the engine other than Harley replaced it about 5 years ago. It runs like a scalded dog around town. Just no guts at 75 going into the wind. Any suggestions or comments on this being normal or not? I'm used to beemers sorry.
my bike is a 94 flhtcu.

That's normal. They all do that.

Here's what I would do. Put the 45 slow jet back in and the 195 (what ever stock is 190?) main back in. Raise the needle with two #40 brass washers. Check out nightrider.com. On the right side drop down menu is modifying/tuning the CV carb. This is good info for the carb setup. To me sounds like you are over jetted. I set my carb and didn't have any issues in Sturgis riding two up years back.
