can I replace the gasket without removing the engine from the frame?

Yes. Get yourself the correct FSM, so you can see what is involved, including info such as torque numbers etc.

Quite right! Your local dealer can supply, although may not have one in stock, otherwise there are on-line discount Harley dealers. Be wary of secondhand ones on Ebay, as they sometimes cost more than a brand new one!

Not sure what gasket you are talking about but if it is the push rod tube leaking you just need to change the o-rings where the tubes seat. If you are talking about the rocker boxes, you can remove the heads with out removing the engine and then take the rocker box off of the head and change the gasket. You will have to remove the head bolts and then spin the head on the cylinder about 90 degrees and you can roll the head and rocker box assembly off between the frame and the cylinder.
