I had a 2009 Ultra. No cat was in the header pipe nor the mufflers as I recall. Plus in 2009 they went to the new improved frame design for the touring bikes. And the 6th gear was not as high in ratio. 2009 was a good year for touring bikes, IMHO....

You don't need to swap out the muffler on a 2009 non CA touring bike. There wasn't any cat in the head pipe or muffler from the factory. In 2010 all the touring bikes had a cat in the head pipe not in the mufflers. If you're looking to change head pipes, the 2009 used different O2 sensors than 2010+ and they are located in different areas.
