Default 2014 Ultra cutting out above 3000 rpm

Was riding in 40 degree weather and will run for a mile or two ok. Then it starts missing and will not rev past 3000 rpm. This may be coincidence but I ran the fuel low just before it happened. Was able to put 5.7 gallon in the tank. Acts like it is starving for fuel. Local guy thinks its the TPS. Checked the codes and found none. Another guy says a bad battery will act like this. I don't have a check engine light. i am stumped. Any ideas. I ordered a fuel filter on the off chance that it is blocked.

Yep. You ran that low on gas, and the bike wasn't acting up prior to that, after filling up you start having issues. That is where I'd look if if was my bike.

Mine throws code P1510 (Limited Performance) will run up to 3000rpm's then bog if I try to run up past that. But mine throws the check engine light. I can shut her down and restart her...and if I don't turn my front end sharp right...the check engine light stays out and it runs normal. It's something I'll address this winter...it's either the TGS or TP sensor.
Good luck and let us know what you find.

If fuel (sensor or filter) is not the issue, you may want to check crank position sensor. I had an experience with this, no codes and was random and would shut off and then come right back on.

Fuel filter makes sense you’re not throwing codes.

Before you spend money and time on doing the filter take it somewhere and have the fuel pressure checked. Also check the dtc codes and see what's up with those. It may be a sensor connector or sensor not functioning properly. I've ran my bike very low on fuel and not had any problems.
