yes. you just have to adjust the front mount. some people have reported having to file the mounting hole on the front bracket a touch, while others have not had to do so. either way, easy fit.
Will the newer hard bags that open with one hand fit on the 13 and older touring bikes?
Yes they will fit with a small mod to the front mount bracket position because the newer bags' mounting holes are about 3/16" closer together than the pre '14 bags. Easy to fix. The saddlebag support fits as well as the indent for the shocks. The mounting hardware off the old bags will work as well. You might need to install the older style grommets. If you want you can buy and install locks that match your existing bike keys. As for accessories I don't know for sure. However I am in the process of installing some brand new OEM 2018 saddlebags on a 2009 FLHRC Road King Classic to replace the hard leather ones. One of the accessories is a set of nostalgic saddlebag guards shaped for hard bags. I don't expect any problems at all. The newer bags look and work great.
