The never ending shock debate! I can tell you that I purchased a set of adjustable take-offs from a 2017 CVO SG for my 2012 SG. They are better than stock air shocks but at 165# I don't weigh enough to make them work LOL! But much better than the stock air shocks though.
My advice would be don't mess around trying to save money and get the best yo can afford because you will end up there anyway!
Good luck!

Stock length is 13" with about 2.5" travel.
"Best" really depends on budget. The higher you budget, the better "best" becomes. I would start by looking at Ohlins HD022 sold through Motorcycle Metal as their 2-2b. They're significantly better than stock and very reasonable with their forum member discount. Cost and performance goes up fairly quickly from there.

Just about anything beats stock so depends on how deep your pockets are and just how much improvement you are looking for. Not long ago I picked up a set of Progressive 430's I think? Got them at the classifieds here for about half price. They are a drastic improvement for me so it was money well spent. So if you are on a budget and not extremely particular I would watch the classifieds, ebay or even take offs at an Indy shop.
