Most auto type places are reluctant, or outright refuse, to returns on electrical parts. And in the case of the OP, I would assume it also had to be matched to his key. So if he didn't return, they couldn't just shelf the part as it would be useless on any other bike. This is why a relationship with the dealer is handy. But having said that, I would certainly let Harley know if they send the survey. Although I'm not sure Harley would consider that a problem.

I'd go somewhere else. The same thing happened on my Ultra and they ordered the switch and called me when it arrived in about 4 days. I brought the bike back the next day and they replaced the switch. No hassle, no problem. Not sure why you're dealer is being such a dick.
