As for the paperwork. Here, when you buy used (or new for that matter) from a dealer and finance the dealer handles all the registration and titleing and the title gets sent straight to the lender. The registration and plate/tag is sent to the new owner. The buyer never sees the title until the vehicle is paid for and the lender releases it.
Buying from an individual with financing is somewhat more complicated, especially if there's a loan to pay off, and you may or may not get to see the title.

I do not think a bank will loan money on a salvaged title, because the insurance company will not write a comp and collision policy on a vehicle with a salvaged title. This is the reason the vehicle has the salvage clarification. It prevents the insurance co. from paying multiple claims on the same item which may not have ever been repaired or properly repaired. The bank can't get paid for damage after the vehicle has salvage tag added. That is here in South Carolina.
