Default Pre Rushmore CB question

2011 trike has all equipment required for CB, antennas (marked CB) on right side, cables all connected correctly, module is there and plugged in. Power is there. Yet when bike is on with radio on and push COM rubber button message says "Com not installed, see dealer".
I dont think a pre Rushmore bike required the dealer to flash anything, but I could be wrong. Thats why im asking the question. The bike came with a CB from the factory, but used to me so I don't know why something would get "deprogramed"

Any suggestions before I go to the dealer to find out it was something simple?

Pins 11 and 12 of the harness are the data wires the head unit uses to communicate with the CB module. Is there continuity between the 35-pin connector at the HU and the 12-pin connector the CB is plugged into? Ground is pin 10, power is pin 9. If there's ground continuity (and you said there's a measured voltage on the pin-9 wire), then it's an issue wither wth the module being dead, or the CAN+/- wires. Pins 13 & 14 on the 35-pin connector correspond with pins 11 & 12 on the 12-pin connector for the CB. If there's continuity, there's something wrong with the module.

Thanks, I will check that out. I have tried swaping it with a known working module and still no luck.
