I am no fan of cop bikes or '07-'08 tourers. Both have too much weirdness for me. Neither are a good deal in my book.

 

the new frame was 2009 , this is a 2008 and still has the rails (no idea what they're called) around the rear fender that are gone 2009+

that would be the only thing that would make me look at a newer bike

 

The dept I work for has two bikes. They are well maintained, and go for their regular service. Bikes, like police cruisers, are running a LOT. Lots of idling time (I dont think that matters, but just be aware). Also, they do get dropped. The officers here have to go through a driving course. And its pretty intense. You do drop the bike (although any damage is repaired).
Just a couple things to be aware of. I also work for a small town. The two bikes arent ridden every day, as only two officers are qualified to ride. And, they dont work the same days.
My next bike will be a police model. I KNOW they are well taken care of
