Road King 21 in the front....

Yes and No. The answer you need is, I did nothing! Swapped my stock rim for the 21. I did cut the bolt off the front fender trim for additional clearance. I also taped a nut on the tire and spun it to ensure I didn't have to drill and adjust the fender. Mine needed no modification. I'm also running the stock 16 inch rear and have zero issues.
Now as far as lowered, I do have air ride. And the air is dumped when parked like in the pic. But that doesn't matter as far as your 21 install.
