Obviously something is shorting it out. On my 08 when I kept blowing accessory fuse I finally found where the MOCO had ziptied the wiring to the rear brake switch in a loop that hung down and was worn through by the exhaust bracket as it rubbed up and down going over bumps. Every time it contacted the metal bracket, fuse would blow. Other places to look is the wiring up under the rear fender and other pivot points. Check inside the fairing too. A broken fairing bracket can rub against wire looms.

You already put your finger on it - you appear to have a short. These things are quite predictable - there is no certainty where the short is! There is not much any of us can do except to encourage you to check the wiring linked with that fuse to find and rectify it. Most electrical problems like that are actually mechanical, meaning a wire has worn through its insulation, grounding a live wire, or a connector is touching something it shouldn't, etc, so a visual inspection can often find the culprit. If you can't find the problem then don't waste time, find an indy who can.
