Honestly, I've never paid attention or thought about it so I would have to say no because I would remember it being slippery if it was. Unfortunately, I've spent a lot of time riding in the rain.

Tis a vicious circle As my hands go numb and I can't feel the grips I tend to squeeze harder so I can feel them. But that makes my hands go more numb so I squeeze harder still. It's exhausting, painful and numbing. Dirt biking is the worst.
The large leather grips on the Harley work the best for me, helping keep this at bay. Well, at least partially. There's a good chance with them that I can keep the numbness to a minimum, and at the end of a long days riding I can still feel my hands and forearms. Less likely to make a mess trying to eat dinner too. 😄
