If you want comfort go with 13" shocks, not a 12". These bikes have little travel to begin with and reducing it by an inch make for a stiff ride. The only reasons to do this is if you have short legs or just want the look. As for brands, I ran the Progessive 440's for years and they were great. The Harley air shocks are complete junk.

Road Kings come stock with 13" shocks so no way I would go with 12" if you are looking to improve ride quality.
I just installed a set of Ohlins to replace my stock air shocks on my '96 Road King and I feel like I have a totally different bike now. Reasonable price through Motorcycle Metal, a HD forum supporter who offers discounts to forum members.
