Did you check some fuses?
What did you check? Did you continue to ride with those items not functioning?
Then two weeks later you lost the gauge cluster, head lights, and all lights.
What did you check?
Who told you it was the ECM and why did they offer that as a possible answer?
Did you check the charging system?
Just as a guess based on limited information:
It reads like you have a broken wire loom near the neck in the fairing of your 2001 Ultra Classic.
We have been provided rather limited information since we can not see the bike.
Information like miles?, is bike stock?, did you change radio?, length of ownership?, has the fairing been opened?, original lights?, original instruments?, has the rear of the bike been lowered?
Was this a rebuilt bike? flood bike? clean title bike? was the charging system checked? checked fuses?

OP posted this problem 5 days ago and was told to check the fuses and to clean his speedo sensor.
I'm guessing he's done that, and it didnt solve his problems.
Check all your wiring connections and clean all of connections to the battery terminals.
If you've done all that and it isn't solving the problems, replace your ECM.
Sometimes the wires to your sensor can get broke from the way they are tucked under your starter. Make sure your getting power to the sensor.
