What's the budget? Everybody's idea of "on a budget" is different.
My vote would be Ohlins #2 from Motorcycle Metal. Once you take rider sag into account, the 2-2b would get you your 1/2". The 2-2a would be about a full inch, maybe a bit more with sag. Howard could tell you for sure.
Ask him for a quote. You'd be surprised by the price and by the ride.

I'd recommend that you get yourself a set of Progressive 412s and call it a day. They're affordable, widely available, and a good product. My OL has Progressive shocks on her Road King and they ain't bad.

agreed. been running those since for more than a decade on my FXR, then my 89 flhtcu and now my 07 Flhtc. quite affordable, way better than stock. sure the ohlins may be better and so would upgraded progressive, just din't have that kind of money. so if i don't look at those, these become great because they are better that stock

i went standard on my fxr and heavy duty on the touring bike. i'm 5'8" and about 180, plus do some 2 up riding. i went shorter just because not real thought process on that other than i wanted the bike lower
