Don't know if it's offered as an add-on, but other than the locks, the Tourpack and Saddlebags should be identical between the CVO and the non CVO bikes, so you might be able to just buy the parts and swap them. The part cost a bit over $800 if I recall.
For that kind of money I can deal with the keys. Have no idea if there is are any aftermarket options.
