I would think that would depend on the year of both engines.
When I did the Big Bore 110 kit on my 2012 RGU, it was a requirement to bore the 103 cases. HD now has a 110 Tire Shredder kit that is supposed to be a direct bolt on, no case mods required.
I would think it could be looked into. It might be specific to a certain set of engine years though.

Harley sales a few bolt kits that can be had with or without cams. If you just
want to go from 103 to 110, HD SE part# 92500039 will do it for $1195.95.
No case boring is needed with that drop in cylinder & piston kit. I am sure a
few of the 20% off dealers sale that kit at a lower price.

And morebthan likely higher quality. Harley does make pretty quality stuff for mass production but the the people that are focused on specific areas will always excell. S&S and Baker are other examples.
