I'm pretty sure it's the primary cover. Changes the air flow on that side of the bike.

 

Here is an idea. You have an exhaust pipe coming off of the right side of the front cylinder which will change the wind dynamic and block some of the water coming off the front tire/end, thus the rain had a more direct route to the left side. Just my 2 cents.

I would take an engineer to actually figure it out. By the way do you know why engineers wear ties? To pull their heads out of their A$$ES.

Leaky sac? I think not... there is only one leak in that region, and trust me when i say, it's no leak, it's more like ageyser!!
