The great thing about customizing a motorcycle is that it is customized to fit you. The best handlebar height for you is the best height for you and not me or anybody else. If you can go to the store and sit on the different bikes, maybe some guys will let you sit on their bike and get a feel for what you want. Don't forget, the seat has something to do with the feel as well.

Those 14" bars look great, I was thinking of 12", maybe I will reconsider and go with 14".

HD Heritage bars did the trick for me, stock wires worked.
My dealer says it is a very popular upgrade on Road Kings.
Works well with my Reckless Fairing, when I ride with it.
