A worthwhile upgrade.
Still, months after installing the Rockouts, I still am expecting to hear the rattling of the top end. And still, these many months latter, I smile as I pull out on the road and the motor is quiet. It will NEVER be rattle free, but with the Rockouts, it's a Whole lot better. Install was simple. It took me longer to get to the rocker covers due to all my ridiculous added wiring from auxiliary lights, GPS and other stuff, than the actual install took. Just read the directions and watch the youtube video, and your golden.

I installed them in my 2012 Electra Glide Classic, very easy install. Eliminated most (90%) of my top end noise. I removed the fuel tank to have more working room, just make sure it's almost empty, 6 gals of fuel is heavy. My nephew installed them in his Ultra Classic with the same results.

Depends & you wont know till you try them.
I have an 09 that had same valve train noise you describe and did try Rockouts.
So i removed the rocker covers and rocker assemblies and they didnt seem to be sloppy/loose at all and thought in my case rockouts arent the fix like was the case for more then a few TC-HD's.
But since i had it apart i installed them anyway and guess what ,they didnt seem to reduce valve train noise much if any at all because like i said the wasn't the issue for my bike.
It after that i tried few diff motors oils and long story short is found spectro bike oil in 20-50 grade for hd's reduced valve/lifter noise some vs hd's syn3 syn etc.
Then i realized the valves & lifters were making the most noise & oil pressure was dropping into the gutter when oil temp got to approx 220-225deg f and higher then that in summer heat cond which told me oil was thinning/visc sheer when motor & oil got hotter in summer heat.
So i addressed that by installing an ultrcool oil cooler with twin elec cooling fans along with wars cooling fans both @ the same time.
Installing the 2 cooling mods totally stopped all the valve & lifter noise because oil was now running 50deg f cooler in summer heat significantly reducing its tendency to thin & or sheer visc resulting in less lifter bleed.
The oil now running 50deg f cooler in summer heat also increased oil pressure from 6-8psi @ idle & 32psi @ cruise WITHOUT COOLING to now 18psi @ idle & 45-47psi @ cruise POST INSTALLING THE 2 COOLING MODS in summer heat.
And the resulting increase in hot summer oil pressure of 10-12psi @ idle & cruise was another great benefit of cooling the oil because it was the oil holding better visc with less sheer along with oil pressure also being 10-12psi higher that collectively together completely stopped all valve & lifter noise the motor used to have esp in summer cond.
Some guys with noisy valvtrain try installing new lifters,adj pushrods along with high pressure hi vol pref oil pump too trying to reduce valve train noise which isnt always that successful.
Thats because they didnt address the " root cause " of the valvetrain noise which was due to overheated oil leading to thinning & visc sheer along with 10-12 psi lower oil pressure too at the root of the valve train noise because the thinned oil that was also @ 10-12psi lower pressure allowed lifters to bleed down a bit resulting in more noise/ticking/clattering etc.
I have installed the same 2 cooling mods on a couple other guys bikes that were experiencing more then they would like valve train noise and low oil pressure & guess what?
They also got the same results on their bikes as i did on my bike with the oil temp on their bikes/motors running approx 50deg f cooler making valve/lifters much quieter and oil pressure improving/increasing by 10+psi too being happy campers for obvious reasons.
There are also 4 or so additional benefits post installing the 2 cooling mods that reduced oil temp 50deg f in summer heat too i wont get into here.
So thats my 1st hand exp with respect to successfully greatly reducing / stopping valve train noise in summer heat on more then 1 mostly stock air cooled HD v-twin & isnt just my opinion with absolutely nothing to back it up.
I am not talking a highly modified HD running excessive/high valve spring rates along with aggressive cam lobe design that in theory should benefit alot in the same ways with the same 2 cooling mods with spectro oil .
But when your running a much more aggressive cam lobe design requiring much higher spring rates to control the valve train @ higher rpm (with higher lift and longer duration too) along with perf lifters even though they are in fact a HYD lifter setup by design they are in fact noisier due to the more aggressive cam lobe design .
so bottom line there is no matter what you do in a case like that the valve train will never be completely quiet like the stock valve train is on my bike post installing the 2 cooling mods along with running spectro bike oil too.

45 bucks for gaskets and rockouts from amazon. about an hour and a half to install.. i pulled my tank for ease of assembly. a cheap reason to look into the top of your motor and I drilled out the oil return holes while i was in there. You can do it, it is easy and it may reduce the noise( it helped me some). it will not make your bike silent. A good start for those who question there abilities to work on a bike as it is straightforward and confidence building
