I understand the "hit" part but where does "run" come in. He has her name and insurance info. She didn't run away after the accident. Now, she may have if there weren't any witnesses but that wasn't the case. Nothing there for the police to do.

How far away from the no parking sign were you? Just curious because the photo makes it look like you didn't park in a marked spot, which could give her insurance company an out.
As far as hidden damage I wouldn't worry about anything. The engine/saddlebag guards are quite sturdy. Ask any motor officer and they will tell you that that position is quite common during training, and that happens as they are moving. Very nice of the guys fishing to take pics. Good luck.
