Default oring

we are tearing down a twin cam and noticed that the small oring on bottom of cylinder was not on either cyclinder, the large orings were both there. any ideas what problems missing these two small orings could cause. thanks

My 2001 flt service manual does not show a smallo'ring at bottom
of cylinder only the large one.
It does show a small one between cylinder and the head though.

During a big block upgrade there is a note that says to eliminate that o'ring
When using the updated head gasket.
