When did the change occur from having the CAT in the muffler to having it in the header pipe?

Can one tell by looking at the muffler?

09 was the only year with muffcats, if memory serves me correctly

I'm probably wrong about that. Looks like 06-09 may have had muffcats. California bikes older than that had them. Someone who knows more will chime in and tell me I'm dumb.

'09 touring started cats in head pipe for California and International models.

the 49-state '09 touring bikes had no cats.

2010 they came out with the 50-state touring bikes with cats in head pipes.

this is accurate.
Previous to 09 some models had cats in the mufflers - not the header.

09 Cat models were often sold in other States bordering CA- for instance Yuma AZ H-D stocks CA models so they can sell in CA and AZ, other dealers do similar.
The VIN will tell if a bike is a CA model- which will also be equipped with a vapor canister.
or you can tap the header pipe with a pen from the exhaust port down, you'll hear it tink tink tink, clunk.

when I was shopping 09 bikes in 2010- a large number of the bikes I looked at here in PHX had cats in the headers

USA 2010 introduced tier ii emission regs which required cat in all models and increase penalties for tampering.

OP your bike is probably an international model- check the vin.
& you can look up the part number stamped on the muffler

I have a cat and my wife has a muff, does that mean I have a muffcat?

Is the cat inside the muff? That was the OPs question.

I'm not much of a cat person, but beavers are one of my favorites.

The (normally hairy and brown) beaver is our national animal in Canada - My other home is Thailand and I wonder what the Thai national animal is - most likely the same but black!

My Canadian bike is a WA model 08 Road Glide Police so no CAT?
Replacing them with 2013 mufflers so also no CAT?
Seemingly correct from what is posted here

Are the 08 and 13 muffler guts the same given that the 13 muffs had a CAT in the head pipe?
Presumably not and I wonder if the 13's have higher flow

One thing to look for is the stamp on the muffler. If it has a cat in it the stamp will show that. Some Dynas, Softtails and all Sportsters still come with the cats installed in the mufflers and not the headpipe. Another way to tell is just look in the inlet end of the muffler and you'll usually see the converter. And you'll probably wonder how any exhaust gas gets through that thing.
