What are these plugs?

What are these plugs?
Apologies if this has already been answered but I don't have a clue what I'd even search for on this one.
These are on the little cross member support between the two front downtubes of the frame. Just zip tied there. I thought they were mated but the one side has a little weird cap like thing.
So, what are they and are they supposed to be mated or no?

stock they are mated, if the bike has a power commander, the wire running to the ecm should have a terminater cap.

+1. Those are O2 sensor eliminators. The Powercommander variety.
