How do you find the build date of the bike?

If you go to Harley's site and login to your account. As long as you VIN is in there it will spit out whether or not you are effected by it.

VIN is there and nothing mentioned about the recall....

Went to H-D web site. I punched in my vin #. I shows clutch master cyl with part numbers of # 36700056 and # 36700049. What is the difference of a "OPEN RECALL" and a "CLOSED RECALL" ? Only the closed recall had something listed and dated 07/28/16.

Closed recall means the dealer already took care of it and you're good to go.

As per the recall,The Dealer has to keep the your bike for 24 hrs before they can check to see if there are any bubbles in clutch system when lever operated. Mine falls within the build date and I have received a recall letter.I decided to perform the inspection portion of the recall myself since my bike has not exhibited a clutch problem.If it passes this,I will hold off taking bike in until I need other work performed and then they can inspect and sign off its OK. If it has bubbles in clutch master cylinder,its off to the Dealer which I kind of dread.If my bike was assigned to a experienced technician,I wouldn't worry.But usually this inspection process gets handled by the guy just above the janitor in the service dept. because its more profitable and doesn't take a qualified techs. time away from other jobs.Of course, if bike doesn't pass inspection, a more skilled tech.will proceed with the rest of the recall.Just my thoughts and fears on Dealer service depts. and this particular recall.
