As long as the clutch is pulled in, the bike should start in gear.
There is a clutch safety switch, that might be giving you trouble.
What have you done to the bike? Completely stock?, new bars, etc?

Heard there is a recall on the 2016's clutches.... Maybe this has something to do with it. I've got a 2015 RoadGlide Special and I start it pretty much everytime in 1st with no issues

The bike will absolutely start in gear as long as the clutch is pulled in. If yours won't, something is wrong.

Why start the bike while it's in gear?

I don't do that. Ever. Just answering the question. The most experienced tech I know explained it to me this way:
"Anybody who makes a habit of starting the bike in gear is eventually going to get exactly what he's asking for".

I brough the bike home from dealer and first thing I put new bars , grips and levers on. Must of done something to the switch. Thought maybe they done something different in 16. I know all my previous bikes would start in gear. I'll pull it back apart and look at it.
