Harley makes a harness to make this job easier I had that installed on my 07 not sure if still available you might want to check with a dealer. There is a thread here shows the wiring need to unplug and plug into different pin under the fairing cap HD plug n play also goes under the fairing cap it's just little too big for that small area.

This is the answer. I bought the dual bulb setup that is on the 14's and newer for my 12 SG and it came with the harness. Low beam is one bulb and high is both. I removed the bulbs and went with Fuel Moto leds and it works the same!

It seems as though pre '14 dual bulb lamp - low beam is off when high beam is on, Rushmore dual bulb allows for both the bulbs to light when high beam is on....
That applies to all vehicles with twin filament bulbs, only one filament burns at a time. The exception AFAIK are twin-element brake light bulbs.
Harvey's dual halogen conversion comes with the harness and it is/was available separately. But there is a wiring mod you can make that consists of moving one wire. The model is in a fairly recent thread. It's free and should take up next to nothing extra room.
