It's a very simple system. Start at the throttle body. Take the air cleaner off and look at the front-facing side of the throttle. You should see the 2 cables come in. One cable pulls the throttle open and the other pulls it closed. If it isn't opening, it's likely the throttle cable (not the return). If you hold the throttle plate open, the slack in the cable will allow you to pull the cable at the plate and remove the ferrule from the plate. Either it's this cable that is damaged, or when you turn the throttle plate you will see that the butterfly in the throttle body doesn't move.

If it is the cable, and you want to retain your cruise control, you'll need to replace it with a factory cable. There is a sensor on the cable that is located near the neck on the right side of the bike that is used by the cruise system.
