Actual miles
There may be something in the ECM but the viewable mileage isn't.
I got my 2009 FLHTC used out of Oregon, and it was in miles. The Canadian distributor lobbied the Canuck Feds that retroactively, to honour the warrantee, we had to change the speedo to a KPH unit (I guess thinking they would sell a lot of very expensive HD speedos or the owners would quit the warrantee).
I ordered mine from a US dealer, told him the miles, and he had one ready when I went down with the equivalent mph to kph and odometer reading burned into the chip.
I've put 30000 kilometres on the bike and never had a speedo glitch, so I'm on the side of the non-exam crowd.
PS: I have no idea why there's a frown - except my 8 year old doesn't want to go to bed.

The paragraph below is directly from the documentation for the analog speedo/tach combos.
If the speedometer does not have the ability or fails to download the odometer reading from the ECM, the factory can set the odometer reading if and only if the speedometer is NEW. The HD digital tech can obtain the odometer reading from the ECM so the factory knows what mileage to set the odometer on the NEW speedo. The factory will NOT reset an old speedo or one that has already been married to an ECM.
Both the ECM and speedometer retain the odometer value.
If the speedometer is replaced, it will display the odometer
value stored in the ECM. The replacement speedometer
will become locked to the ECM after 31.1 miles (50km)
have been accumulated. The trip B odometer will display
the countdown mileage. Once the countdown reaches
zero, the speedometer is locked to the ECM. If installed
on another vehicle the odometer will display "VIN ERR".
If the speedometer is removed from the vehicle before the
countdown reaches zero, it has not been locked to the
ECM. This mileage countdown allows for a road test to
verify that speedometer replacement was the proper repair.

Correct! I bought a set of used Street Glide gauges (wanted the silver face gauges). The speedo had 642 miles on it (which is what the seller told me) when I installed it in my 2012 UC...bike had just over 12,000 miles on it at the time. The speedo has been counting up from 642 ever since...did not revert to the 12,000'ish real miles on the bike. BTW...I've documented the change and will give full disclosure of total real miles if I sell the bike.

the mileage may be stored in the ECM after 2008 at least on touring bikes. before that, questionable as to where it was kept.
the speedo's were changed and run differently. You can put a 2008 and down speedo on an 04 bike and it will run, however i have not seen an 04 speedo on a 2008 and up bike that anyone has made work.
The dakota digitals and Medallion gauges work differently as they either pickup the mileage from the ECM or you set it once before 50 miles.
Examples, I put a thundermax on my 12 FLTRXSE, mileage on speedo did not change (therefore mileage could be in speedo or ECM) from before the thundermax was installed. However it did accumlated from that point forward so i can only assume it was in the speedo.
replaced the thundermax with the stock ECM after about 5K miles, mileage did not revert back to pre thundermax (mileage in ECM would have been different, therefore my conculsion mileage in speedo).
so, picking up from the ECM, may or may not be correct. However, I do know the speedos were changed with the introduction of TBW.
last bit of personal experience. I have an 04 bike. 180K on the clock. I know, i've owned since new and have all records.
speedo been replaced 3 times. current speedo has approx 89K on the mileage readout. Speedo is from a 2010 road glide. it works with the 04 ECM. Everything works except the 6th gear light. Why, no sixth gear on a 04. No, i don;t worry about the correct mileage (if you sell, just mark it Total miles unknown.TMU.)
not certain i helped. can say from personal experience. The ECM does not work like a car or truck computer.

1/2 correct. Dealer (From MoCo) can only set miles correctly on a NEW speedo...nothing on a used speedo.
