Default 2010 Street Glide won't go over 4,000 rpm's

I have a 2010 Street Glide that will only run up to 4,000 rpm's and is slow to get there. It has a stage 1 with true duals, big sucker air cleaner and PC V. All that being said, let me explain what I have tried to solve the issue.
1. Changed intake manifold ( no change in performance )
2. Changed TPS (throttle position sensor) no change in performance
3. Yesterday I changed the ECM and still no change in performance.
4. Took off Power Commander and running stock ECM. (No change in performance)
Fuel pressure is normal. As is compression. And it has no codes. If anyone has any idea what could cause the issue I am having, please let me know.

The fuel pressure is at 68 psi so would think the filter is fine. Could I be wrong? I'll try anything at this point. Thanks for replying

Is it in limp mode? Engine light on? My 08 started losing power & wouldn't go above a certain rpms (I forget how high). I checked online and the problem was with the throttle body harness plug connection behind the air cleaner. I unplugged it, put some dielectric grease on the contacts, and plugged it back in. Its been fine ever since.

If you did a fuel pressure test but not a volume test, you may still have a problem. If it runs smooth but won't pull above the 4K you speak of, change the filter. Has it been doing fine until now? If so, and you haven't changed anything else, my bet would be a partially clogged filter that won't let enough through to keep accelerating.

Jwxdwg, I appreciate it and will try that tonight. I know it's not in limp mode because I changed the ECM as well as the throttle body. I'm trying the dielectric grease now and if that doesn't work I will look at fuel filter. Appreciate the advice and will keep you all posted.

Sorry to steal the thread, but just wondering why you have to run at 4K. My 2011 Limited Ultra cruises at 75 mph at 2800. Do you cruise in a lower gear? I'm not an aggressive rider --- when I go for a ride, I go for a ride, not a race. Not trying to be a wise guy. 4K just seems high to me.

HAH, you're right! I didn't even think about it being 4K. For some reason I thought it was like 400. It'll be interesting to see what OP says.

Not the OP but, my stock 103 gets pushed to very near 5500 rpm on just about every ride. Got to know it's there when needed.

Maybe he isn't a Geezer. LOL I don't continually ride at 4k either but if I'm getting onto a highway or if I just want to rev it out it shouldn't matter, it should pull until redline.
