Default Tour-Pak backrest pad options for 2013 FLHTK?

My girl loves the full backrest pad that the Rushmore Models have. Is there an option to add a similar solution to a 2013? Looked around and didn't really find a decent solution. She finds the lower 'pouch pad' thing useless.

You can get that pad for around $28.000 OTD.
