Default surging and backfiring

I have a 2014 FLHXS with 6000 miles on it. Saturday it started surging like the ignition is cut off for a nano second and backfiring in 2nd and 3rd gear around 2200 to 2800 rpms. When you get up to cruising speed it clears up.
Haven't found any intake or exhaust leaks. The SE air cleaner and fuelmotto
exhaust have been on it from day one but this issue just started. Stopped at Steel City HD and they hooked it up and it showed no issues.
Any thoughts ??????????

Is it doing this under hard or light acceleration?

Did the dealer say what they thought the problem might be?
Based upon what little info we have, I would lean in the direction of a fuel issue.

Usually surging and backfiring is a sign of a lean condition for sure

I have a FP3 tuner and V&H checked the download and said all the tables looked good.
The HD shop said they didn't know what the problem was since no codes should up on their testing. Doesn't really mater if it's hard or light acceleration

The dealer should start with basic stuff first, like fuel pressure, plug check, compression, vacuum leaks, etc. Skipping straight to computer codes wont always tell the tale. The fuel system would be what I would definitely look at and verify pressures.

I was on a road trip and they pulled it in for a quick check. It started right after I filled up. I have run 2 more tanks through it since. It has gotten a little better but still doing it. Running down the interstate at 70-80 it runs fine. Only at lower gears and lower rpms

If your dealer told you they don't know what the problem was since no codes show up, then I think I would pack my stuff and head for another dealer who has "real" mechanics on staff. What you are talking about is basic stuff, 101 in troubleshooting. Go somewhere else before they really screw something up. If they have to have a code to tell them there is a problem, they aren't much punkin when it comes to troubleshooting.
