What they're referring to is the part of your brain that controls motor functions. Even the 1/2s that look like WWII Japanese infantry helmets don't come down far enough to protect it.

In the MSF course they recommend a minimum 3/4 helmet. Something about the 1/2 helmet not protecting the cerebral cortex or something like that. Don't know that to be a fact but it sounds logical.
