Ignition fork lock not working

Anyone have any thoughts as to where I should start looking. On my sons 2006 Ultra the ignition will lock and turn the way it should. However the lock for the forks will not engage when you typically turn the wheel to the left. Nothing was done to bike recently that would have caused this to be inoperable.
Should I be pulling the ignition and taking a look inside the locking mechanism?

There are two simple things to look at,when you turn the wheel to the left look at the routing of your clutch cable,sometimes it will stop the forks from going fully to the left.Also if you will notice when you turn your wheel to full right,look at your upper left fork tube you will see a thick rubber cushion shaped like a big o ring,that is your fork stop,you might need to slide it up on the fork tube as it has gradually slid down and keeping the forks from going to the full lock position.

Thanks for all the suggestions. I got home from a long work week traveling and sure enough a little extra twist and all is good. Must be something binding in there, I will look into it in the morning but glad I didn't have to open up the ignition.
