Just bought new 07 roadglide is the plastic headlight cover not sealed?
It is getting water inside. Is there a easy way to take it off and clean it?

No. Use plastic cleaner on the inside, clean thoroughly with a scratchproof rag (microfiber).

Wrap a butter knife with a rag, carefully use the knife as a wedge to unclip the two plastic tabs at the bottom, then the top. Install by slipping the top into the slots, then pop the bottom into place.
