Rebuilding rear shocks?

So I have oil coming up to the air lines on my '06 FLHT. Nobody seems happy with the progressives for the cost, and I don't have money for the Ohlins.

Is there any way to upgrade and rebuild the Showa's at a reasonable cost? I see the bitchen baggers setup but I'm not interested in lowering the bike.
