OK, its a lighter receptacle. Lots of use it for auxillary power also.
The presets can be scrolled by using the buttons on the radio...but not from the bar controls.

Its the control for the windshield wipers. Turn it to the right the wipers come on. Push it in and the washer fluid sprays out of the fairing.
