I also thought does this have anything to do with the Low model having a narrower primary cover? thanks

Have a good trip.

Maybe they changed the definition of "wet" and "dry" for the Rushmore bikes, but in the past wet has meant just a straight fluid change - pull the drain plug (and filter for engine oil), replace drain plug/filter, and refill. Dry refers to doing the above and then pulling the primary cover to do additional work such as changing clutch plates or a compensator because additional fluid is lost when the cover and other components are removed - therefore more fluid required for a "dry" fluid change compared to a "wet" fluid change. It is not referring to a dry or wet clutch assembly.

I stand corrected, 38oz, but still, if I took the cover off before I drained it and nothing spilled out why would it when I was filling it?

I would be very concerned you drained the wrong hole if 32 oz spills out. I know you know how and maybe it's just different. It takes 1 extra qt above the proper amount to get mine even with the top edge when level (son thought that was level and we were using SYN3 then). I also think when Harley from 32 to 38 was to help the compensator since it's at a higher level in a 38 bike (over the spring) then in a 32 (under the spring) on the clutch ..

The only logical answer is there wasn't the correct amount of oil in the primary when you took the cover off.

Was this the 1k service?

I have been servicing my own bikes for years now, it was the correct drain plug, the bike was leaning on the jiffy stand when I took the derby cover off, no fluid spilled out, I have always done it this way on my 1999 FLHT.

My 1,000 service was done at the dealer, they told me it was mandatory I have it done at the dealer, $310, I have driven the bike almost 2,000 miles since that service and wanted to change all the fluids before my trip, will be about 2,500 miles total.
