Default Stock front frender 21" wheel problems

I recently bought a used 2011 street glide, the previous owner already had a 21" front wheel and Avon tire. I've only put about 200 miles on since purchase, and today I found some bad news. I was washing the it today, as I was washing it I felt the back of the fender and felt several cracks in the paint (I imagine they were already there, should have examined the bike a little closer before I bought it, could of knocked the price down some more), which is leading me to poor clearance on the tire, after reading on here how much Avon's expand. I plan on taping a piece of 3/8 fuel line and opening up the rear fender holes. Before I repaint the fender , I thought about adding few coats of bedliner on the under side of the frender ( I plan on doing this first, I realize it will add thickness to the fender, changing how much I open the rear holes up), to quiet down the gravel noise and maybe save the paint from spidering.

Does anyone know if 3/8 is too much, I've read a lot of guys do 1/4, but really don't want this to happen again, any else tried the bedliner thing, or is just a waste of time andmoney? Thank everyone

I had to drill my rear fender holes out on my fender with a 7/16" drill bit to get my tire to stop rubbing.

I guess it depends on each situation. I have a 2013 Street Glide and my tire is a 120/70/21 Metzler 880 on a 3.5X21 rim

3/8" plenty. I only have about 1/4" without issues.
