Just went through that with my 06RG. Volt meter fluctuating for a couple days then finally settling down at a little over 12V. I pulled the stator plug off the regulator and put a volt ohm meter to the stator pins on the regulator and to the engine. Got about 8 volts. That tells me that some or all of the diodes in the rectifier where shot. I checked the stator. No circuit from stator to engine. All three leads of the stator showed circuit between them.
