I would say you need an adjustment at the shifter peg arm or rod.
It is probably close but slightly off.

Maybe they used their "magic wand" to remove the primary oil. I need to get one of those.

I have a problem similar to the OP's from time to time, on a 2007 Road Glide.

Coming down towards a stop, perhaps I'm in 4th or even 3rd.

Bike is still moving but slowing down.

Go to downshift towards first.... and ..... can't shift down.
I DON'T use a lot of pressure or try to force it.

As soon as the bike STOPS moving -- downshifts easily, no "resistance" at all.

This doesn't happen all the time, not even "often", just now and then.

A minor annoyance, that's all.

Check the arm at the transmission shaft..
The allen/hex bolt at the arm that is attached to transmission shaft.
To be more clear: The arm/lever at the end of shift rod linkage at the transmission end..
The allen/hex head bolt can get loose and allow that arm to slip over the splines of the transmission shaft.
