Currently there is no testing for bike emissions. If you bring in a bike from out of state, it must have a least 7500 miles (I think that's the number) in order to re title it here. If it is a CA bike already, the mileage doesn't apply. CARB had planned to begin testing bikes but has backed off for now.

7500 miles or no go to register no matter what. Mine was a used 2004 I registered in jan 07 and it still had to be over 7500, which can be gotten around if you swap speedos with someone and it is easy to do, or so I hear... watch out for tax too, they dinged me over a thousand to register the 04 road king, phuckers.

CARB emissions testing for motorcycles was slated to begin April 1, 2007, but was cancelled after discussions with the California Harley-Davidson Dealer's Association president who convinced CARB the program would be too difficult and complicated to enact.

There are exceptions to the mileage limit. They are mostly based on hardship rules. The rules are designed to keep Californains from going outside the state to bring in a non conforming bike.
If you legitimately live outside of California and find yourself moving to CAfor various reasons, you may qualify for one of the exceptions.
If you live here and aretrying to get around the mileage rules, you legally cannot.

Just one of the many reasons I'm fleeing the state of California as soon as I retire in 6 yrs... I've got a second home in the Kingman, AZ area and that's where you'll find me as soon as I can get out of the Peoples Republik - the weather is the best on earth but the politics, crowding and nanny-state mentality is intolerable at times.
