I know in my 2013 and 2015 touring manuals, it says at step 2.
2. Stand vehicle upright on a level surface, so that primary chaincase is level.

....
6. If the fluid level is visible through the clutch inspection cover opening, it is adequate. If necessary, add enough of the recommended GENUINE Harley-Davidson lubricant until it is visible along the bottom portion of the clutch assembly. Refer to Recommended Primary Chaincase Lubricant.

Well here is what my 2014 Touring Service Manual says:
-Place motorcyle in an upright position to fill primary chaincase.
-Pour specified amount of Formula+ Transmission and Primary Lubricant through clutch inspection cover opening. (The specified amount is 38oz. from table 1-9)
-Install inspection cover.
Nowhere in those instructions does it say anything about adding fluid so it's visible with anything. Neither does the owners manual. That's why I don't understand why people are filling there primary so full. Like I said earlier, when I pour 38oz in the primary I can take a flashlight and have to look hard to see it.
