It is a fuel/ignition mapping program that you load onto a PC/Laptop that allows YOU to make adjustments to your operating parameters of the Electonic Control Module of you motorcycle. It also has a cable to hook your PC/Laptop to the bikes ECM to download/upload information.
Unlike a Power Commander, it makes actual changes to the ECM's memoryvia a download. The PCIII is hardwareis installed in your ECM circuit to "fool" your ECM into changing its memory parameters (piggybags the ECM)
Once you make changes to the "MAP" with the SERT Program,you flash the ECM's memory with the new MAP(via the cable), and it operates using the new parameters.

Yeah, it's very much more capable than the Power Commander in areas deep down inside the computer. In some respects, though, it might not be an actual benefit. If (God forbid) you have an engine warranty claim, the "piggy-back" stuff can be stashed away with no trace. SERT announces its presence quite loudly. Depending on HD's demeanor at the time that might be a factor.
