Default Damper Rod Screw Torque

Anybody else have a hard time geeting the damper rod screw to torque down when changing to progressive shocks. I tried torquing it down with the top cap screwed all the way in the triple tree and i tried torquing it with the first couple threads started on the top cap and compressing the shock. Any other ideas or what im doing wrong. I have one at about 10ftlbs and thd other at about 6ftlbs. One with 6ftlbs has red locktite.
